Since the last world economic crisis the structural problems in the economy of Ukraine have become increasingly apparent. The drop in market prices and decline in demand for steel have had a direct effect on Ukrainian producers and exporters.

General goal

Ukraine wants to kick-start a process of green economic development. Public institutions create framework conditions that encourage eco-friendly ways of production. Special attention is given to the particular needs of small and medium sized companies.

Levels of activity and goals

National Level - The Ministry of Economic Development and Trade occupies a strategic position in the modernisation of the economy in relation to other ministries. Regional Level - Government institutions, private-sector organisations, selected large-scale enterprises, SMEs and civil-society representatives conduct dialogues on energy-efficient and resource-efficient management.


The beneficiary is the Ministry of Economic Development and Trade of Ukraine.
At national level key partners are the Ministry of Finance, the Ministry of Regional Development, Building and Housing, the Ministry of Ecology and Natural Resources, the Ministry of Energy and Coal Industry, Ukrainian Chamber of Commerce and Industry, Resource and Cleaner Production Center, Global Compact Network Ukraine, CSR Center.
At regional level - Oblast Council, Oblast Administration, Chamber of commerce and industry and business associations, selected large-scale enterprises, civil society organisations.
At company level – service providers in the field of energy and resource efficiency.
